A foreign delegation arrived to the USSR

Прие́хала в СССР иностра́нная делега́ция. Встреча́ются директора́ заво́дов — ру́сский и япо́нец. Япо́нец говори́т:
— Мы станки́ произво́дим.
Ру́сский:
— И мы то́же.
— У меня́ 10 цехо́в.
— У меня́ то́же де́сять.
— У меня́ за́нято три ты́сячи рабо́чих.
— И у меня́ то́же три ты́сячи.
Япо́нец говори́т:
— У меня́ шесть инжене́ров рабо́тает.
Ру́сский ду́мает: “Е́сли я скажу́, что у нас 200 инжене́ров в заводоуправле́нии сидя́т, конфу́з вы́йдет. Скажу́, что у нас семь инжене́ров”.
Так и сде́лал.
На сле́дующий день встреча́ются они́ сно́ва, а у япо́нца глаза́ кра́сные-кра́сные.
— Всю ночь, — жа́луется япо́нец, — не спал. Всё ду́мал, чем у вас седьмо́й инжене́р занима́ется?

In English

A foreign delegation arrived to the USSR. Two plant directors - Russian and Japanese - meet together. The Japanese director says:
- We are making machines.
Russian says:
- We are making machines too.
- I have 10 workshops.
- I have 10 as well.
- I have three thousand workers engaged.
- And I also have three thousand workers.
The Japanese director says:
- I have six engineers working.
Russian is thinking: "If I say that we have 200 engineers in the plant's management, it will be an embarrassment. I'll say that we have seven engineers."
So he did.
On the next day, they meet again and the Japanese has his eyes all red.
- I could not sleep all night, - he says, - I was thinking, what your seventh engineer is doing?

Footnote

The joke makes fun of the bloated staff of Soviet design bureaus where were hundreds of employees but far from all worked to their fullest.
