Молчание – знак согласия

With accent marks:

Молча́ние – знак согла́сия.

Translation:

Silent means consent.

Meaning:

If a person stays silent after a proposal or an accusation, it is considered that he or she agrees.

This phrase has been known since ancient Rome: Silentium videtur confessio.

The proverb is used when a question is not answered, which makes it possible to assume an affirmative answer.
