Сего́дня речь пойдёт не об автомоби́лях и про́чих тра́нспортных сре́дствах. Речь о лю́дях, програ́ммах, компью́терах, интерне́те и про́чее и про́чее. Когда́ что́-то не рабо́тает с до́лжной ско́ростью, мы говори́м, что э́то что́-то тормози́т. В отноше́нии люде́й мы говори́м то́рмоз ча́ще про их у́мственные спосо́бности.
Today we are not talking about cars and other vehicles. We are talking about people, programs, computers, the Internet, and so on and so forth. When something does not work at the proper speed, we say that it “slows down”. In regard to people, we say “brake” more often about their mental abilities.

Ми́тя – то́рмоз, пока́ он реши́т, зима́ насту́пит.
Mitya is a slow thinker, winter will come while he decides.
Ну дава́й, не тормози́, сообража́й быстре́е!
Come on, don’t be stupid, think faster!
Как пра́вило, э́то сло́во и его́ вариа́ции сле́дует осторо́жно употребля́ть с людьми́, так как ска́занное неве́рным то́ном и в неподходя́щий моме́нт, оно́ мо́жет оби́деть. Само́ собо́й, не на́до говори́ть э́то малознако́мым лю́дям и́ли тем, кто мо́жет э́то непра́вильно восприня́ть.
As a rule, this word and its variations should be used with people cautiously, because said in the wrong tone and at the wrong moment it can offend. Needless to say, do not say this to unfamiliar people or to those who might misunderstand it.
В отноше́нии веще́й же, у вас по́лностью развя́заны ру́ки – ве́щи же не обижа́ются:
In regard to things, your hands are completely untied – things do not take offense:
Како́й сего́дня тормозну́тый интерне́т, е́ле по́лзает!
So slow the Internet today, barely working!
На́до меня́ть телефо́н, э́тот – по́лный то́рмоз!
Need to change the phone, this one is so slow!
Небольши́е поясне́ния:
Brief explanations:
– Развя́заны ру́ки – э́то общеупотреби́мое выраже́ние означа́ет, что вы, и́ли кто-то друго́й, про кого́ э́то ска́зано, по́лностью свобо́дны в свои́х де́йствиях.
– “Hands untied” – this common expression means that you, or someone else, about whom this is said, are completely free in their actions.
– Когда́ интерне́т по́лзает – зна́чит он рабо́тает о́чень ме́дленно, зна́чит у вас о́чень плохо́й сигна́л и́ли ско́рость соедине́ния.
– When “the Internet crawls”, it means it works very slowly, that you have a very bad signal or connection speed.
– но́ут – э́то ноутбу́к.
– “ноут” is a laptop.
